Funding programme
"Digital media in vocational education and training"

Lifelong learning is becoming normality. Attractive digitally-aided educational provision assists with structuring learning more flexibly.

Digital media are omnipresent nowadays, including in educational processes.

The aims of “Digital media in vocational education and training”, a funding programme launched by the Federal Ministry of Education and Research (BMBF), are to enhance areas of potential for teaching and learning via digital media and to use this process as a vehicle for strengthening initial and continuing vocational education and training and for ultimately making it more attractive.

The objective is to develop and arrange for the testing of the type of digital educational provision which is capable of reaching a large audience or of being deployed across different branches. For this reason, as many VET stakeholders as possible are integrated into the concept development procedure from the outset. The BMBF uses its numerous funding measures to provide support in areas such as the piloting of new teaching and learning formats for media-aided training (including Open Educational Resources) and the development of practicable solutions which enable learning to take place via digital media in the occupational context. This encompasses, for example, learning by using the mobile technology offered by smartphones and tablets, and improving the media competence of trainees and training staff. There are also incidences of approaches which back up digital learning with play-based aspects or which use a virtual environment as a learning area.

The use of digital media in the dual vocational education and training system

One of the central objectives of the Federal Government is to integrate digital media into education in a sustainable way. This is being driven by technological change across all areas of life.

Learning via digital media is growing in significance in the dual system. Cooperation between the two learning venues of the “company” and the “vocational school”, for example, symbolises a fundamental constant of our dual training system.

Cooperation between learning venues is an important prerequisite for successful dual vocational training. This cooperation is, however, often made more difficult by the physical distance between the company and the vocational school or between the company and the inter-company vocational training centre. Digital media can assist in linking the learning venues and facilitating new contemporary forms of cooperation. The third “virtual” learning venue created in this way enables learning and work to take place both synchronously and asynchronously regardless of time or place.

If digital media are used to assist learning in a consistent manner, individual initial and continuing training can be provided any time and anywhere. Digital media do not, however, isolate the learner. Anyone who wishes can learn in conjunction with others, via social networks for example.

Digital media can also make it easier to access educational provision. Play-based learning, for example, takes effect at the threshold between leisure time and learning time. The systematic use of digital media for learning purposes can bring about a crucial improvement in the employability of individual persons.

Against this background, the Federal Ministry of Education and Research (BMBF) has initiated various support measures relating to the deployment of didactic initial and continuing training concepts which make use of digital media. These funding schemes assist projects to develop practicable solutions for teaching and learning via digital media. This encompasses, for example, learning by using the mobile technology offered by smartphones and tablets and improving the media competence of trainees and training staff.

European Social Fund (ESF) – enabling people to take control of their occupational future

The objective of the European Social Fund is to ensure better access to jobs right across Europe. Solid qualifications and social integration both help people to find work.

The ESF is the European Union’s main instrument for the promotion of employment and social integration. Its aims are to enhance opportunities for employment via training and qualification and to contribute towards reducing disadvantage on the labour market. Project funding in the area of “new media in vocational training” has been delivering benefits since as long ago as 2000.

During the current funding period, which runs from 2014 to 2020, the ESF programme “Digital media in vocational training” is establishing a new culture of learning and strengthening employability skills.

Project support "Digital media in vocational education and training" – the stakeholders

Project support is a responsible task. For this reason, qualified experts from a wide range of academic research, technical and administrative fields are involved in the process.

The digitalisation of the world of work is both creating new occupations and changing those which already exist. It offers numerous opportunities to improve educational and employment chances for everyone. At the same time, this can also produce greater educational equality.

These are aspects which are addressed by “Digital media in vocational education and training”, a funding programme initiated by the Federal Ministry of Education and Research (BMBF). The specialist department at the ministry which is responsible for the project is “Digital Transformation in Education”. It observes trends and requirements and supports projects and other measures relating to the use of digital media.

The BMBF receives technical and content support from the Federal Institute for Vocational Education and Training (BIBB) and from the project provider at the DLR, the working group “Digital media in vocational training” (DLR-PT). BIBB supports the projects in the process of transferring the developments into occupational practice. The DLR-PT mainly brings its expertise to bear in the development of concepts which further strengthen initial and continuing vocational education and training via the project funding. The BMBF, BIBB and the DLR-PT all work in close conjunction with one another. The DLR-PT also has the remit of processing the project funding (both technically and administratively).
